Let's start with the image you want, I choose this:

Duplicate il livello selezionando Livello/Duplica livello, quindi selezionate Filtro/Effetto Pixel/Mosaico, scegliete quale dimensione avranno i vostri "tasselli" (io ho scelto 20 pixel) e selezionate una o più volte (come credete sia meglio) Filtro/Contrasta/Contrasta Maggiormente. Il risultato sarà simile a questo:

Then duplicate your Layer selecting Layer/Duplicate Layer, then select Filter/Pixelate/Mosaic and choose the dimension of your mosaic squares (I put 20px);

now select Filter/Sharpen/Sharpen and repeat this filter as many times as you want.

The reesult will be similar to this one

Infine modificate l'opacità del livello duplicato in modo che i tasselli traspariscano. Se volete, potete usare la gomma (sfumata 100 pixel o più) dove i tasselli possono risultare fastidiosi da vedere, per esempio, sul viso.

As final step change the opacity of the duplicated layer so that you can see the image at the bottom.

If you want you can use the a soft rubble tool (faded 100 px) to delete some parts of the mosaic:
